In the year 1590, the lands belonging to Lugán was divided into various districts; General Rodriguez, Luján, and Mercedes were originally part of the "Los Pagos del Luján Arriba" (Higher Lands of Lujan), and the "Pagos de Luján Abajo" (Lower Lands of Luján) was divided into the districts of Pilar, Escobar and part of Tigre.
